Pop tart Katy Perry — who is scheduled to appear at this weekend’s MTV Video Music Awards — was spotted exiting a Los Angeles-area gas station (after having purchased a bag of Flamin’ Hot Cheetos) in a fringe-adorned mess of a dress and greasy pink locks. Hopefully, come time to shine at the VMAs, the “Teenage Dream” songstress will have washed her hair and found a spectacular ensemble.
